A healthcare group operating a portfolio of outpatient and specialist services engaged us to assess the potential for expanding a specialist healthcare offering in Kuwait. The group was evaluating multiple locations across Kuwait City, Hawally, Farwaniya, and Ahmadi and needed to determine where a new facility could achieve sufficient patient demand without creating excessive overlap with existing providers.
Issues
The initial expansion plan relied heavily on population size and property availability.
Management lacked a detailed view of patient catchments, competing specialist providers, referral patterns, service availability, and the expected utilization of different locations.
There was also uncertainty around whether the new facility should offer a broad range of specialties or focus on a smaller set of high-demand services.
Solution
We developed a healthcare expansion strategy combining patient demand assessment, provider mapping, catchment analysis, service-gap evaluation, and financial scenario modelling.
Approach
Potential locations were assessed across accessibility, population coverage, competitive density, referral potential, service mix, and proximity to complementary healthcare providers.
We also evaluated different operating models, including a larger multi-specialty facility and a more focused outpatient centre supported by diagnostics and referral partnerships.
Recommendations
We recommended launching a focused specialist centre in the strongest catchment rather than opening a larger facility immediately.
The service mix was concentrated on a smaller number of specialties with clearer unmet demand, while additional services would be introduced after utilization thresholds were reached.
Engagement ROI
The study narrowed the client’s initial location options to two priority catchments and established a phased service mix and expansion roadmap. Under the recommended operating model, initial capital requirements were projected to be around 10–12% lower, with modeled break-even occurring approximately three to four months earlier than under the original broader facility concept.
